China’s first desulferized generating units
operational
Beijing (China)—China’s first desulferized coal-fired power generators
have gone into commercial operation, operators of the units said
Saturday.
China Huaneng Corp said on Saturday the operation of the desulferized
facilities could avoid emissions of sulphur dioxide by 10,000 tons each
year.
The two generating units with an installed capacity of 300,000 kW each
went into commercial use in Yueyang City, Hunan Province, after 168
hours of trial operations, the company said in a statement.
The company said the units were the first of their kind in China, which
has been troubled by acid rain due to air pollution from coal burning at
power plants, the country’s primary method of electric power production.
Rising damage from air pollution in recent years has prompted the
government to increase investment in projects to curb air pollution,
including acid rain from coal-fired power plants.
Official statistics indicate that over one-third of China’s territory
has been ravaged by acid rain as coal produced in southwest China and
central China is rich in sulphur.
The new units cost 2.47 billion yuan (308 million US dollars) and the
desulferized facilities cost 180 million yuan (22.5 million US dollars).

Full speed ahead for
Shanghai express
Shanghai(China)—Another speed-up on the Beijing-Shanghai railway line
could be due soon that will further cut travelling time between the
cities.
The Shanghai-based Wenhuibao newspaper reported that because of the
electrification of the line, the highest speed of trains on the
1,464-kilometre railway will reach 200 kilometres per hour in October,
which could cut travelling time to 7 hours.
Currently it takes the fastest train more than 12 hours to run between
the two cities.
Neither the Ministry of Railways nor the Shanghai Railway Bureau would
confirm the report on Friday.
On Thursday, the Shanghai Railway Bureau announced it had completed the
electrification of a nearly 600-kilometre section at a cost of 2.03
billion yuan (US$254 million).
Despite five previous speed-ups on the line, the Ministry of Railways
decided to carry out electrification to further improve transportation.
The railway bureaux of Beijing and Jinan in East China’s Shandong
Province are electrifying the other sections with completion expected by
July 1, the newspaper reported.
One other facet of the speed-up project not yet finished involves the
upgrading of locomotives and carriages.
Fifteen transformer substations have been built, and the signal system
has been modified at the 83 railway stations along the line.
The railway which also passes through Tianjin Municipality as well as
Hebei, Anhui, Shandong and Jiangsu provinces makes up only 2.2 per cent
of China’s total track distance but handles 8.9 per cent of its goods
transport and 12.4 per cent of its passenger traffic.
Experts said trains with electric locomotives are faster, more efficient
and environmentally friendlier than the diesel locomotives currently in
widespread use.

Stronger yuan will not heal trade
imbalance
BEIJING(China)—Floating exchange rate is not enough to address the
imbalanced international payment account. Structural adjustment of the
economy is also necessary. However, the U.S. is very slow on this
regard. It is irresponsible to pin hopes on dollar depreciation against
other currencies to solve the imbalance.
Ba Shusong, researcher with the State Council Development Research
Center, gives his perception about the Sino-US trade. The international
economic landscape where the U.S. is the consumer, Asia is the producer
and Europe is the capital provider is in the advantage of the U.S. The
world trade, capital flow and foreign asset holdings transfer benefits
of Asia and Europe to the US.
For example, in China’s trade surplus, China exports to the U.S. at very
low prices and invests a considerable part of its foreign reserves
rewarded from the exports in the U.S. market. As a result, the U.S. gets
both Chinese commodities and Chinese deposits at very costs. The influx
of Asian foreign reserves, from China in particular, as well as the
petrodollar, has helped the U.S to great extent keep its medium and long
term interests rates relatively low.
Another analogue about the scenario is that the U.S. is a minter while
huge forex reserve holders like China receive and accumulate “junk
dollars”. Junk dollars mean the weak purchasing power of the dollar.
China’s forex reserves are not growing fast as it looks in terms of oil
and gold. From the perspective of the macro-balance, American’s massive
trade deficit, under the context of the globalization, suggests their
use of massive deposits. That means the deposits are also globalized and
thus re-located word wide.
The U.S. has attracted more world deposits than any other economy with
its dollar dominance, developed financial market, efficient deposit
placement mechanism. All of that has made dollar “a spoiled child”.
Deposits flooded from the world needs trade deficits to balance. China’s
trade surplus with the U.S. is also a natural result of the industrial
adjustment under the globalization.

Macao to set up child
abuse center
Beijing(China)—China’s Macao Special Administrative Region (MSAR) is to
set up a child-abuse center next month, local media reported Monday.
The Macao Post Daily quoted Ip Peng Kin, president of the government-run
Social Welfare Institute (SWI) as saying that the center aims to educate
the public on child abuse prevention and to provide professional
counseling on cases of child abuse.
The center will not function as “a refuge” for the abused children, the
official told the newspaper.
The number of registered child-abuse cases stood at six in the region
with a population of nearly 500,000, according to statistics released by
the SWI.
Some local parents failed to admit child-abuse cases to the authorities
due to “the feelings of shame,” Ip, the SWI chief, was cited.
The recent imprisonment of a man who repeatedly raped his 11-year-old
daughter flamed the public concerns over the child abuse issue.
